The true world was shocked by the fact that the Emperor of Harmony so blatantly made an announcement that declared his intentions so blatantly and unapologetically. Within a minute, the message had been broadcast to the entire world, reaching leaders and other members of the ruling class rapidly as they received his message quickly.

The crowd of reporters that had come to report on the announcement that the Emperor of Harmony had made to the true world were stunned. They gazed at him with a completely shocked expression, staring at his radiant figure shining in the afternoon Sun beaming down on them.

Emperor Rael was unmoved by this reaction, having expected it. He knew that he was being a bit too on the nose with his intentions, but he didn't mind that in this case. Given the severity of the situation, such rhetoric had very little chance of exacerbating the issue and would more clearly convey his intentions.

"The nations, power blocs, and interest groups that we have chosen to work with are listed out in an announcement on the Panamic Alliance's website," the Emperor of Harmony revealed. "It contains a list of all nations that are eligible for this trade deal. Eligibility is non-negotiable, and these nations have been chosen after a lot of thought and careful consideration. We consider these nations to have a foundation of peace with us, a short, brief history of cooperation with the Panamic Alliance. We invite these nations to sign mutual security agreements that will compel both parties in each agreement to come to the defense of the other when in need."

Instantly, countless parties accessed the official website of the Panamic Alliance through the world net. A few months ago, the Panamic Alliance finally managed to connect their communication networks with those of the true world, integrating their satellite communication systems with those of the true world, allowing the continent to be further integrated into the true world and reducing the metaphorical distance between the Panama Continent and other civilizations.

This allowed for citizens of the Panama Continent to engage in communication with true-world entities, even if the communication was quite limited. This made diplomacy and international relations much easier, as the Emperor of Harmony could speak to all rulers around the world in a much more direct manner.

It allowed the people of the true world to access the list of nations eligible for the trade offer that the Emperor of Harmony proposed.

Many leaped with joy as they realized that their nations and civilizations were on the list.

"Yes, West Genora is on the list, that means we dark elves get to partake in the negatron matter!"

"Of course, the dark elves are on the list, they already have an alliance with the Emperor of Harmony. He would be a madman if he dared to antagonize them. What's even more surprising is that the light elves are also on the list. Didn't those assholes try to assassinate the very guy who caused this entire problem?"

"Ah, only the parts of Kiriket associated with the Harmony Faction led by Lord Vakratunda are eligible for this offer."

"Damn! I'm a part of the Tora Clan! Rgh, our clan is not eligible then! We need to join the Harmony Faction as soon as possible. We should have joined them the moment the Dragon Emperor died!"

"The dwarves are wholesale as a species eligible. I guess everybody likes the dwarves, huh?"

"On the other hand, the tekvores are completely banned! Makes sense, since they're now just puppets for a super-intelligent organization."

"The evolutionary alliance of nations on the other side of Moridia is eligible, but the Evolutionary Army is banned. That makes sense given the conflict that unfolded between the Evolutionary Army and the Panama Continent in the past. And the fact that those Army bastards are harboring a generation of super soldiers that will become gods in their own right."

"Groups of giants are allowed as long as they have a modicum of self-control. Hah, so only one percent of the giant population is allowed."

"Wow, the seafolk are allowed too. That's quite interesting."

"The sentinels are also allowed. Trying to get another top ten on their side, I see."

"Makes sense that the Hlakaschken Trade Empire is also allowed, given that one of their so-called 'Martial Artists' protected the trade empire from the Dragon Emperor."

The true world began poring over the sensational announcement and the list of nations eligible to forge an agreement with the Panamic Alliance at the bottom of the Great Void Ocean.

It listed a hundred groups, including nations and organizations, each of which was merely eligible to forge an agreement where they would gain access to large swathes of territory within the Great Void Ocean, in exchange for a security agreement with the Panamic Alliance that would require them to wage war against those who sought to attack the Panama Continent.

Suddenly, much of the nascent and developing resentment towards the Panama Continent began fizzling out as many of the people who felt wronged realized that they stood to benefit tremendously if their nation or organization got in on this deal.

Because the competition had been cut down tremendously, the parties that successfully got access to large swathes of land were bound to get at least ten times more negatron matter than they would have been able to get otherwise.

The sheer excitement this created among the more well-informed and invested parts of the populace of the true world was high. Not a single person wanted to reject this agreement, given how good it would turn out to be for them.

Naturally, the nations that benefited from the Emperor's policies would become highly favorable inclined to him, reducing a good chunk of the negativity towards the Panama Continent and replacing it with positive engagement.

This would move the public opinion away from being dangerously low and instead make it manageable in the short term. Then, the Emperor of Harmony could take his time in the long run to adopt policies that would improve the opinion of the true world in favor of the Panama Continent.

The most important outcome, however, was that it would turn fifty of some of the most powerful nations and organizations in the true world into their staunch military ally, giving them powerful defenses against invasions from disgruntled enemies.
