Chapter 608: Internal Review


The next day, Jimmy got up early, washed up, and prepared breakfast. Since he had to go to the office to continue the investigation and write the final report, he planned to head to the park earlier.

He changed into a black suit, switched his shirt and tie to black as well, and after bidding farewell to Nia, he drove to the Queens Zoo.

Jimmy got out of the car, holding a bouquet of white flowers wrapped with a black ribbon, with the names of two children written on it. He walked into the park, looked around, and found that it had already returned to peace, but the surrounding caution tape and the white markings on the ground still vividly reminded him of the tragic scene of the shooting.

Next to the shooting scene, there were already photos of the deceased placed here, along with wreaths, flowers, and candles on the ground, which appeared to have been placed here yesterday. The flowers showed signs of withering; since it was still early, no one was around.

Jimmy walked over, stood in front of the photos, found the photos of the two children, and was flashed back to their appearance during the shooting.

Anyway, the children were innocent victims. Looking at the photos made Jimmy feel increasingly sad. He bent down to place the flowers, stepped back, removed his sunglasses, placed his hands on his stomach, closed his eyes, and silently mourned.

Jimmy put his sunglasses back on, glanced at the scene again, and then turned to leave.

This was the first case Jimmy handled involving child fatalities. Although there had been minor fatalities in school shootings before, it was still hard to bear. However, since it wasn't a tragedy he caused, he only felt sad rather than deeply affected.

After leaving the park, Jimmy visited a church. Although he knew Priest Rodney, he was only there to pray this time and didn't need to inform him.

Jimmy sat on a pew, placed his hands in front of his forehead, and prayed softly.

When he lifted his head, Priest Rodney was standing not far away, looking at him, "Jimmy, what happened?"

Jimmy: "Priest Rodney, nothing much, it's just that I just dealt with a case where two children were murdered, and I came to pray for them."

Priest Rodney: "May God bless them. Seeing you so early, I thought you found something else."

Jimmy shook his head, "No, I've been busy with cases lately, haven't gone anywhere else. How's my cross?"

Priest Rodney: "Give it a few more days. I will let you know in advance."

Jimmy: "Alright, thank you, Priest Rodney. I'll be leaving now. Goodbye."

Priest Rodney walked Jimmy to the church door before turning back. Jimmy got into his car, glanced at the church, and then drove off to work.

At noon, Ruiz called Jimmy, summoning him to his office, where he received some unwelcome news.

Ruiz: "Jimmy, prepare the current investigation materials and case report to hand over to the Anti-Terrorism Team."

Jimmy raised his eyebrows, "Are they in such a hurry? Our investigation here hasn't been entirely concluded."

Ruiz: "The Anti-Terrorism Team over there hasn't been active for a while now, and this case is likely to have follow-ups, so let them handle it."

Indeed, the most important part was what Ruiz said earlier; the Anti-Terrorism Team hadn't been active for a long time due to no major terror attacks or high-risk criminal organizations appearing. The team and corresponding support personnel occupied about half of the office, unable to stay without gains.

Now these three cases have met the criteria for serial major crimes, coupled with the fact that all four shooters were retired military personnel, forming a team is very likely. Investigating such cases will surely yield relevant results, or at least they can outline a potential list of terrorist activities based on these four individuals, thus providing more appropriate cases for their personnel.

Jimmy smiled and shook his head, "Then let's wrap up these three cases first, Mark and Julia have been working hard recently."

Ruiz nodded, "You handle this; their main goal is follow-up investigations."

Jimmy: "Alright, I'll take care of it when I return. By the way, about Mark's matter..."

Ruiz: "I communicated with OPR's David Martin yesterday. They'll decide whether to initiate an investigation after they conduct internal discussions."

Jimmy: "His gun has been returned."

Ruiz: "But the information has already spread, and it's unclear who leaked it given the number of people involved, maybe just a careless mistake. Anyway, OPR has actually received the information."

Jimmy clenched his left hand. When Mark was struck down, he checked and found his gun missing, indeed notified Ruiz, the forensics personnel on-site, and the hospital; these places might have leaked the info.

Moreover, to get clues for the shooting, he made a deal with Black Wolf, something Federation Prosecutor Adam Maxwell knew. Black Wolf's deal directly blocked Jimmy's reason to capture him again, making Mark's situation even more difficult.

Jimmy: "Can it be resolved?"

Ruiz: "It's unclear at the moment, but I will try my best to handle it. Tell Mark not to worry too much."

Jimmy nodded, "Then I'll leave it to you. If necessary, I can chat with David; I handled the deal with Black Wolf myself. I'll be heading back, Mark is resting today and went to the hospital, Julia and I will organize the materials first."

Jimmy and Julia reviewed the materials again to ensure everything was complete, then started packing them into boxes. By afternoon, three agents entered Jimmy's office, verified their identities, and left with the boxes.

Before closing time, Jimmy received a call from the OPR office, informing him that in two days there would be an internal hearing regarding Mark's possible dereliction of duty, and as Mark's direct superior, he needed to be notified in advance; they would inform Mark later.

Apparently, Ruiz's influence wasn't as significant at OPR. Jimmy could only reluctantly agree, although he requested to be present at the hearing, OPR needed to consider before giving a response.

After the case was handed over, Jimmy's team was idle again. When Mark returned to work, Jimmy discussed the hearing with him, advising him to adapt to the content as needed.

Although Jimmy had attended many hearings, his situation differed from Mark's, as his past records were not something OPR was particularly targeting Jimmy for, but at that time, he was somewhat conspicuous.

Mark determined the meeting time and then thought carefully about the issues he might face. Originally, Jimmy planned to bring Federation Prosecutor Adam Maxwell as a witness, but reconsidered and dropped the idea, deciding to address it when asked. A federal prosecutor isn't a small figure; although Jimmy could call him, it's best to follow normal procedures.

In the conference room, OPR personnel were in place, Jimmy attended as an observer, sitting on the edge, and Mark entered from outside, sitting opposite the OPR personnel.

Perhaps OPR had received some information in advance, as they only asked about the details of Mark's attack and quickly ended the questioning.

After Mark left the conference room, Jimmy stood up, "Ladies and gentlemen, wait a moment, I'd like to add a detail. Mark was acting under my request to investigate clues, it was fully justified and not due to his subjective mistake.

The attacker, Black Wolf, I made a deal with him with Federal Prosecutor Adam Maxwell. He provided clues regarding the main suspect Will Scott of the large-scale Queens shooting case, and we did not prosecute him for the assault on Mark.

An OPR agent smiled and said to Jimmy, "Agent Yang, we're already aware of this situation, rest assured, we won't target Agent Mark."

Jimmy: "Thank you all, goodbye."

Jimmy left the conference room, found Mark, and reassured him. Afterward, they could only wait for OPR's conclusion.

The next day, OPR announced their decision, issuing an internal warning to Mark. Although it wasn't his subjective dereliction or oversight, and Jimmy had recovered the gun on the day itself, compensating for Mark's mistake, a penalty was inevitable.

The warning was quite a mild consequence, something Jimmy and Mark could completely accept. If it had been a bit more serious, it might've led to suspension, in which case Mark's future at the FBI would've been nearly nonexistent.
