She pointed to larger territorial divisions on the map. "Each Chief Head oversees approximately ten to twenty family heads. The Chief Head is responsible for coordinating between the families under their jurisdiction, resolving disputes that the family heads can't handle."
"How are Chief Heads selected?" Julian asked, genuinely curious about the details.
"Merit and strength," Lyanna answered immediately. "Usually, a Chief Head is someone who proved themselves as a family head first. When a Chief Head position opens up, the family heads in that region essentially vote, though the strongest candidate usually emerges naturally."
"Of course," Julian agreed. "And above the Chief Heads?"
Seraphine's smile widened. "Above the Chief Heads are our officers that reports directly to us. These are handpicked individuals, usually from those families we've elevated to the Rulers Section."
She pulled out a chart, beautifully drawn and clearly labeled. "We have ten officers currently, each one responsible for a major region of the Resident Section."
Cassandra added, "The officers also serve as our direct representatives. When we need to implement a new law across the realm, the officers conveys it to their Chief Heads, who pass it down to the family heads. It's a chain of command that allows us to govern millions of inhabitants without being overwhelmed by the day-to-day details."
Julian studied the chart, impressed by its complexities. "And this system works?"
"Remarkably well," Seraphine confirmed. "Oh, there are occasional problems, but we've established clear consequences for violations, and we enforce them strictly.."
"What kind of consequences?"
The conversation continued from there, stretching through the afternoon and into the evening. Julian listened intently, his fascination growing deeper and deeper with each revelation about what his daughters had accomplished.
He learned that they had created something called the Holy Seal—a detailed book containing all the laws of the realm along with their corresponding punishments. Every settlement had at least one copy, treated with reverence and protected carefully.
The Holy Seal served as the ultimate authority on legal matters, and the daughters updated it periodically as new situations arose.
Julian also discovered that all the families had been taught the same fundamental breathing technique to absorb mana from the air and begin their cultivation journey. His daughters had named it the Breath of Fall.
The technique was simple enough for even children to learn but could be refined and deepened as practitioners advanced, making it the perfect foundation for an entire civilization.
Most interesting to Julian was learning that his daughters had developed their own naming system for the magical realms. They'd created lavish titles based on their understanding rather than the simple progression Julian remembered. He listened to their explanations, then gently suggested changing them to the more standardized system he knew:
Apprentice Mage for beginners, Mage for those who'd mastered the basics, Sacred Mage for those who'd touched upon deeper truths, Supreme Mage for those who'd achieved mastery of multiple elements, Sovereign Mage for those who could bend reality, Arch Mage for those approaching the peak of mortal cultivation, and finally Grand Mage for those at the absolute pinnacle.
His daughters absorbed this information eagerly, already planning how to update their records and educational materials.
Julian also made it clear that after Grand Mage came the Demi-God stages—Early Demi-God, Mid Demi-God, and Peak Demi-God—before one could even attempt to reach the God Realm. This information seemed to energize them, giving them a clearer picture of their own cultivation path forward.
By the time they finished their discussion, the sky was already covered with orangish hue of the dusk.
A soft knock at the door interrupted them.
It was Eleanor. "I hate to interrupt what appears to be a fascinating discussion, but dinner is being served. And I suspect certain people haven't eaten all day because they were too engrossed in work."
She looked pointedly at the three young women, who looked slightly guilty.
"We were making progress on the report," Seraphine defended.
"And you can continue making progress after you've eaten," Eleanor replied firmly. "Come. Everyone's waiting."
Julian stood, stretching muscles that had been still for too long. "Your mother's right. Let's continue this another time. You've given me much to think about."
The four of them made their way to the dining hall, where the rest of the family had already gathered. Dinner was a lively—conversation flowing freely, laughter echoing off the walls, the warmth of family reunited filling the space.
Julian noticed Emma was present, looking refreshed after her rest, though she blushed deeply whenever their eyes met. Sera—Lady Sera now—was also there, seated in a specially designed chair that accommodated her centaur body. She looked nervous but pleased to be included, her two new attendants hovering nearby.
The meal passed pleasantly, and eventually people began to disperse to their own quarters. Julian bid goodnight to his daughters, who were still energized from their afternoon of sharing their work with him, and made his way back to his own castle.
His personal chambers were exactly as he remembered them—spacious and elegant, dominated by a massive bed draped in deep crimson silk. Floor-to-ceiling windows looked out over the gardens and the realm beyond, currently bathed in the soft twilight glow.
Julian stood at one of those windows, his hands clasped behind his back, gazing out at the world he had created. Lights were beginning to appear in the lower settlements—evidence of the civilization his daughters had built. It was beautiful in a way he hadn't anticipated.
A soft knock at his door drew his attention.
"Enter," he called, turning from the window.
The door opened, and four women stepped inside. Julian's breath caught slightly, a smile forming on his lips.
Cecilia, Sylvia, Elvina, and Ellie.
All four wore nightdresses—sheer, delicate fabric that left absolutely nothing to the imagination. The garments were clearly chosen for seduction rather than modesty, clinging to every curve, transparent enough to show the shadowed outlines of their bodies beneath.
Cecilia's nightdress was deep sapphire, the color making her skin seem to glow. The fabric draped over her hourglass figure like water, her big breasts clearly visible through the sheer material, her nipples already peaked with arousal.
