Chapter 214: Lin Xuan Qi's Plan


The Governor walked towards the guest room, thinking about what Lin Xuan Qi wanted from him.

He was intrigued by the proposal made by Lin Xuan Qi earlier and so, he had high expectations of him.

The pace of his walk became faster, and his mood lightened up.

It felt better to be away from all the documents he was dealing with.

Meanwhile, Lin Xuan Qi, who was sitting inside the guest room with Lee He Song and the other guards, noticed that the guest room was sparsely decorated.

Everything was kept clean and tidy.

There were no extravagant furniture or items that were on display.

It was something he didn't expect from the Governor.

He had thought that the Governor would be someone to be more like Magistrate Ho. Being corrupted and greedy.

The Governor frowned and said, "What happened? Don't be so clumsy in front of guests."

"I'm sorry Governor..." The servant girl turned around, pointed at Lin Xuan Qi's bloodied hand and said, "...I got startled by the blood."

The Governor frowned when he saw the bloodied hand.

"Oh, it's nothing. There were some troubles that happened when we were dispensing the charity porridge." Lin Xuan Qi waved his hands with a smile at the Governor, pretending to downplay what had happened.

"Outrageous! Tell me exactly what had happened." The Governor took the stack of contracts from his servant girl and glanced at them.

He was pleased with what was offered.

And most importantly, it would keep these men and women off the streets and out of trouble.

Lin Xuan Qi saw that he was going through the contracts, so he continued to elaborate on what had happened, "There were some thugs who had tried to stop us from dispensing the charity porridge.

"Apparently their masters wanted us to stop it so that 'it would be better for everyone'.

"It sounds odd to me, so I ignored them.

"There is so much suffering now and getting a stable supply of rice out there for everyone is the only way that would be better.

"I tried to reason with them but that's when we got attacked by these thugs."

The Governor nodded his head and listened silently.

He had figured out what Lin Xuan Qi wanted, and he decided to play along with him.

After he gave the stack of contracts back to his servant girl, he looked up at Lin Xuan Qi and asked, "Who do you think are behind those thugs? I would punish them accordingly."

"That... That I wouldn't know." Lin Xuan Qi slapped the back of his head and said with a sheepish smile, pretending to be ignorant.

The Governor shook his head, glanced at his servant girls and said, "Leave this room."

His servant girls bowed to him and left after bringing the stack of contracts back to Lin Xuan Qi.

When the doors of the guest room closed, the Governor glanced at Lin Xuan Qi and said, "Then, tell me, how do I go about getting the rice supplies out to everyone?"

"I'm only a young master and my ideas might not work." Lin Xuan Qi said modestly.

The Governor wasn't buying any of it and said impatiently, "Stop the pretense, just tell me what you want me to do."

Lin Xuan Qi went straight to his point and said, "I believe you've given the rice merchants an ultimatum for them to release their supplies, but they wouldn't budge."

It was indeed so, and the Governor could only nod at him.

The Magistrate whom he had tasked wasn't doing anything useful.

Even when he tried to be forceful, he realized that the constables and soldiers were part of them.

"I would suggest that you put out a notice, saying that there would be an influx of rice supplies soon.

"And tell them that within these few days, they will be able to see a preview of what's to come.

"I would be dispensing more charity porridge and spreading the news around the city.

"And for Magistrate Ho, I suggest it's time to find someone new since he can't get the price to be in control."

The Governor frowned and asked, "Are you sure about the increased supply of rice?"

He was frustrated enough with Magistrate Ho and it was indeed time to get rid of him so he had no qualms with what Lin Xuan Qi had suggested.

But getting the price of the rice controlled was much more important to him.

Lin Xuan Qi nodded his head and said, "Yes, I will be able to supply at least one ton of rice every day after tomorrow.

"Coupled with the news of more rice that's coming and the dispensing of the charity porridge, it should be able to get some of them anxious.

"It would just take one of them to release their stock of rice to start the avalanche."

The Governor sipped his tea while he thought about what he had said.

It didn't take a long while for the Governor to decide.

The Governor saw how confident Lin Xuan Qi was, and he decided to take the gamble, "I shall do what you had suggested."
