Book 4, Chapter 188: Excessive Power Needs To Be Restricted

After walking through the long corridor, Chen Chuan arrived at the inner area. This place was only accessible to the chancellor and a handful of other people.

The area was rather big and granted a wide field of vision, since the Arcane Palace was one of the tallest buildings in Martial Order District. When Chen Chuan looked outside, he felt as if everything was tiny.

Hongfu spoke again. “Mr. Chen, the university’s inner area is right ahead. Please provide the secret code.”

Chen Chuan immediately gave her the code Yao Zhiyi had told him, and the light isolation barrier disappeared to reveal an even bigger area.

Once he went there, Hongfu vanished.

After taking a look around, Chen Chuan headed to the left. Ten meters away, he reached an office with the door wide open. There was a man in his thirties inside. He looked like a scholar and was reading through some sort of document.

Upon hearing footsteps, the man looked up and walked forward from behind the desk to say warmly, “You must be Mr. Chen. I’m the telegraph clerk in charge of contacting the highest central institute. Mr. Yao asked me to wait for you here.”

He then turned around, grabbed a piece of paper from the desk, and handed it over with both hands. “This is your request form. Please fill it out according to the instructions on the paper. Once you do, I’ll send a telegram to the highest central institute.”

Chen Chuan took the form and skimmed through it, then started filling it out based on the instructions. When it came to the part where he had to choose his training path, he wrote “the path of the human form.”Once he was done, he handed the page to the telegraph clerk. The man read through it before saying, “Please wait a moment, Mr. Chen.”

He entered the telegraph room next door. Right away, Chen Chuan heard the beeps of a telegram being sent.

He went to a wall to look at the pictures hanging there. They were all photos of Yao Zhiyi and the telegraph clerk. They shared quite a lot of similar features, so they seemed to have blood ties.

Yao Zhiyi was dressed in casual clothes, and in one of them, a child sat on his shoulders. The child was grabbing onto his hair and flashing a bright smile while Yao Zhiyi was making a funny face. He looked nothing like the stern, awe-inspiring man with a saber.

Both Yao Zhiyi and Wan Yunshan should be walking down the path of the human form. According to Xue Shou, this path was incredibly difficult. Chen Chuan believed he meant that it was hard to achieve mastery in it.

Soon, the telegraph clerk came back. “Mr. Chen, I’ve sent your telegram to the highest central institute, but they might need some time to send a reply.”

“How long does it usually take?” Chen Chuan asked.

“If it’s just regular correspondence, it takes anywhere from a few minutes to a few hours. I’ve never handled a request like yours before, so I can’t tell. Why don’t you wait for a little while at the university? I’ll contact you once I have a reply,” the telegraph clerk said.

Chen Chuan checked the time. It was not even 2 p.m. yet, and he had been gone for almost a month. He should check on his three students. “Sorry for the trouble.”

“It’s no trouble at all,” the telegraph clerk hurriedly said.

After Chen Chuan left, he took the elevator back to his apartment and tapped on his screen to contact Jiang Xin, Kong Yao, and Fan Cheng.

After they learned that Chen Chuan had become a martial arts master, they were, of course, delighted. Jiang Xin was a shrewd person by nature, so he didn’t show his emotions on the surface, but Fan Cheng and Kong Yao walked like they were dreaming.

They had only purchased Chen Chuan’s course because they couldn’t find a solution for their problems, but they ended up benefitting a lot from it. After training in the way Chen Chuan told them to, they found themselves getting significantly better, and they were truly grateful.

Now, Chen Chuan’s status had shot up, and the students and even lecturers were regarding Jiang Xin, Kong Yao, and Fan Cheng differently. This was something they had never expected, and everyone suddenly becoming overly friendly terrified them to the point they ended up hiding in their dorms for the past few days.

This was when they heard a chime from their Realm Passes. When they saw that Chen Chuan was calling them, they gasped in surprise and became nervous but excited and scrambled to connect to the university platform. Then, they did their best to calm their breathing before greeting him in quivering voices, “Hello, Mr. Chen.”

“Hello. Since I’m in the university today and it’s been almost a month since I checked on your progress, I decided to take a look. Has training been going smoothly for you three?” Chen Chuan asked.

“Yeah.” Fan Cheng and Kong Yao nodded rapidly.

Jiang Xin, too, said, “No problems for me either.”

Chen Chuan watched them for a bit through the screen. Even though they weren’t standing face to face right now, based on his current observational skills, he could clearly sense their current condition and was sure that they had indeed been keeping up with intense as well as effective training over this period of time.

If that were the case, he didn’t need to give them too much guidance. He had the three of them show their moves before adjusting their breathing. Once they got the hang of it, he asked them to contact him if they had anything they didn’t understand. Then, he ended the call.

There were two more months until the end of the year, so his students had room to grow.

The university’s rules could no longer restrict him, but he was going to see what he started through to the end and do his best to teach these three.

After waiting for an entire afternoon, the telegraph clerk sent him a voice message. “Mr. Chen, the highest central institute sent a message back. They’ve approved your request and will send what you want to Jibei Road.”

Chen Chuan thanked him and finished a warm cup of tea before leaving the university to drive back to his house. Then, he opened a gap with the Frost King Saber and began his daily training.

Soon, it was the twenty-eighth of October. An airship flew in from the northwest and stopped at the mooring point of Majestic Light District. There was an emblem on the side of the hull. It was a circle inside a network of interlocking threads, which made it look like the cosmic principles governing the universe.

A group of people got out of the airship. All of them had stern faces and wore uniforms. The four people at the back had black robes and veiled bamboo hats that made it impossible to tell their gender or age. All that was in view were white masks covering their faces

Once these people were brought to a designated rest area by the liaison officer sent by the Department of Administrative Affairs, the leader motioned to a member beside them, and the person tapped on their Realm Pass. Once the call went through, they said, “Mr. Chen, we’re from the National Martial Arts Council. I’m sure that you’ve already received a notice from the Department of Administrative Affairs. We’ve been ordered to come here to tell you some important things. Do you have a minute?

“Alright. We’ll be waiting for you on the fiftieth floor of Hacksaw Building, Zone 3.”

In less than an hour, a limousine stopped in front of the building. A logistics officer opened the door, and Chen Chuan got out. He cast a glance at the building before walking in. Once he reached the fiftieth floor, he was welcomed inside and brought into the lobby of the rest area.

There was a drawerless metal table with long legs in the center of it. A middle-aged man with white hair stood in front of it with several people resembling assistants behind him. Four people in white masks and black robes were standing in the far corner of the lobby.

They gave him a familiar feeling. Were they from the Cult Investigation Bureau?

The middle-aged man extended his hand and said politely, “I’m Can Miao, the leader of the National Martial Arts Council team sent here to speak with you. Have you heard about us?”

Chen Chuan shook his hand. “A teacher of mine told me.”

“Then, we’ll have to thank your teacher. He saved us a lot of trouble.” Can Miao smiled and motioned for Chen Chuan to sit. “Take a seat, Mr. Chen. We need to confirm many things with you today.”

Chen Chuan sat down in front of the table, and Can Miao sat down across from him. With a serious face, he said, “We need to first state certain things. All of our actions are monitored by the National Highest Security Advisory Board. It has granted us the authority and legitimacy to do this.

“Our conversation and your actions will be recorded and archived. Some of our questions might offend you, but please bear with us. If you have any thoughts or find anything unsatisfactory, you can bring it up to the National Highest Security Advisory Board.”

Chen Chuan nodded.

Can Miao took a form from his assistant and pushed it to Chen Chuan. “We will need you to fill this out first.”

Chen Chuan took it and skimmed through it. There were quite a lot of questions. After flipping through the pages, he found that he had to answer hundreds of them. A quick glance told him that this was the same as what Xue Shou told him. They were trying to figure out his stance toward the government and companies, as well as his stance in the world.

Since Chen Chuan was currently a lead investigator, he was going to answer these questions from one’s point of view.

He took a pen out of his pocket and ticked his choices. After around ten minutes, he filled out the form and pushed it back.

Can Miao flipped through it. Once he saw that there were no missing questions, he handed it to the assistant for safekeeping and schooled his face. “Mr. Chen, you should know that martial artists are highly destructive. Right now, the world is in a perilous state. In order to maintain the stability in the Central Cities, the merged space, and the World Ring, we need to perform rational and effective restrictions on all martial arts masters in our country.”

He took out another form and pushed it to Chen Chuan. “Please take a look at this contract. If you have anything you don’t understand or are against, you can tell us. We’ll try our best to communicate with you and solve the issue.”
