Book 4, Chapter 229: Settling The Plan Today
After the announcement, Qi Weizhao waited for a bit and started the meeting right on time.
The safety policy panel was mainly formed to decide Central City’s strategic direction, its defenses, the mobilization of its military, its security, and other issues related to its safety. It had nothing to do with its administration.
The first order of business was the airship industry.
In the past, practically all the airship companies in Central City were privately owned. If the government needed airships, they would either rent them or call for emergency requisition. However, this ended up being highly problematic during the Fu-Mu Entity’s propagation.
Since they were going to have more business with the island nations from now on, they were going to need a lot of cargo airships. Because of this, Central City had built a state-owned airship company over the past few months.
Aside from this, they also had to consider their aerial security, because the municipal government had a monster aircraft and a small number of combat airships. This was a major threat, so they built a combat airship unit as well.
However, the panel was divided on where the unit should be stationed. Liang Guanghai believed that the unit should be parked under the World Ring Defense System’s name. This way, no one could interfere with it. If they ran into any problems in the merged space, they could also deploy it immediately to provide defensive reinforcements.
The Department of Administrative Affairs believed that the unit should be registered under its name, because the merged space already had its own airship unit, and there was no major war going on there. Meanwhile, the Department of Administrative Affairs had to fight against the municipal government, the Union, and the other companies’ armed forces. They needed direct command rights.
Chen Chuan had read up on it when the Fu-Mu Entity sent him information about the topics of the meeting, and he believed that the airship unit should be under the Defense Bureau’s name, since it was supposed to defend the city.
In the past, the Defense Bureau was just an empty shell, and the people inside weren’t on the Department of Administrative Affairs’ side. Because of this, the department would have never agreed to have the airship unit under the Defense Bureau’s management. It would not be right for them to park it under the City Patrol either, but now, things were different.
Two days ago, Qiao Yang had also spoken to Chen Chuan about this.
Just then, Qi Weizhao suggested registering the airship unit under the Defense Bureau. Qiao Weiting said nothing about it, and Liang Guanghai didn’t object to it either.
Of course Chen Chuan wasn’t going to say no either, and the first item on the agenda was settled.
The second item involved the cults. Qian Shushan stood up, displayed a map on the screen, and gave them some specifics.
If he hadn’t attended this meeting, Chen Chuan wouldn’t have known that there were so many cults. This month alone, fifteen new cults had appeared in Central City, and five of them were from other countries.
“Among them, we need to pay attention to the New Light Cult. This is an international cult originating from the Linacrox Union, and I’m pretty sure that it has ties with the Linacrox Union’s government. We’ve removed most of their gathering spots in the city, but their base is in the lower city district, and it’s hard for us to get there. I’d like to submit an application to the panel to do a purge there,” Qian Shushan said.
Qi Weizhao turned to Chen Chuan. “What are your thoughts on this, Director Chen?”
Chen Chuan didn’t voice his opinion immediately. Instead, he read through the information about the cult and its danger rating. It had a Class Two Security Alert Level, which was pretty high. Usually, only cults that caused large-scale casualties or major riots would be given this rating.
Soon, he remembered what the Great Shun Republic had done to the Linacrox Union states close to the western side of the island nations. By the looks of it, the Linacrox Union was retaliating by sending its people into the Great Shun Republic to cause trouble. They might also not just be targeting Jibei Road but all the coastal Central Cities.
After some consideration, he said, “The Defense Bureau could mobilize an elite strategic unit to take down the base. Could you find its location?”
The lower city district was huge and had complicated terrain. The gangs and organizations there also had ties with the companies on the surface, so there were tons of firearms, drugs, implants, and contraband there. Many parties’ interests were involved, which meant the lower city district was a difficult puzzle that could not be solved for the time being. It would be better to have a clear target before sending their forces inside.
Qian Shushan was ready with an answer. “We have an informant inside who has given us the precise location, but for safety’s sake, I’ll have someone else verify it.”
“Alright. After the meeting, I’ll have the Resolution Department send an elite unit. Once you’ve verified the location, they’ll work with you to clean the place,” Chen Chuan promised.
“Thank you for your support,” Qian Shushan said after observing Chen Chuan for a bit.
Even though the Cult Investigation Bureau was a combat force as well, most of its combatants weren’t martial artists. They only had equipment and combat implants. In comparison, most cultists had crazy modifications and implants. Some of them were even military grade.
The bureau might use rituals in its fights, but the cultists had the same knowledge. If they didn’t have an advantage in numbers, they would have a hard time taking down the cultists.
However, if they had the Resolution Department’s help, things would be different. The issue was that in the past, the Resolution Department only cared about cases handed directly to their department and seldom provided reinforcements. Fortunately, Chen Chuan seemed to know just how dangerous rituals were and was willing to help the Cult Investigation Bureau.
The third item on the agenda was the resistance groups.
This term referred to all global combat forces that fought against their country’s governments and companies.
Not all of them were from the same origin, but the largest resistance group in the world was the International United Resistance.
During the age of the mega alliance, many non-governmental militia joined the alliance, and they helped a lot in overturning the old era’s dynasties and powerful organizations.
After the collapse of the mega alliance, the governments and companies took most of the benefits while the militia was abandoned and suppressed. They formed the International United Resistance in response to that and were really active all around the world. Their headquarters were said to be in the Sarmanj Continent Guild.
Aside from this group, the Great Shun Republic had plenty of other resistance groups, which got their money and other forms of support from foreign powers. Some of these groups also had companies supporting them. Since various companies and mega corporations were coming to Central City, Chen Chuan could foresee the emergence of even more resistance groups.
The safety policy panel needed to prepare for them and launch more purges.
“The Defense Bureau will make arrangements. I’ll submit a detailed proposal of the safety deployment in the next meeting,” Chen Chuan stated.
The other members had nothing to say to that, so they went to the final item on the agenda.
Qi Weizhao said, “Last month, Azure Dragon and Ocean Development Corporation submitted a request saying that they would like to establish an information network with our Central City.
“I’ve spoken to the special agents from the capital. They’re in support of this proposal and would like us to go along with it, but they won’t force us to accept it.
“I had a meeting with the other members of the Department of Administrative Affairs about whether this is plausible. Based on the feedback from all the members, we’re capable of doing it.”
He tapped his Realm Pass and sent some information and reports to the panel members.
“But this will definitely result in us going up against the municipal government again. The Union and the Linacrox Union won’t let us have an easy time with it either. The Department of Administrative Affairs alone won’t be able to push this forward, so we’d need your full support and cooperation to proceed with this.”
Liang Guanghai was the first to speak. “If the Central Cities had an information-sharing network, it’d help us defend the World Ring better. We support this plan.”
“The merged space military will be on constant alert for any unforeseen circumstances,” Qiao Weiting said sternly.
Once they made their stances, they turned to Chen Chuan and waited for his answer.
Martial arts masters were any city’s top fighting power, so Chen Chuan could be said to have decisive power in Central City. His opinion was not to be dismissed in this matter.
“I support this plan too and will help Mr. Yao cast a yes vote,” Chen Chuan said as he met their gazes.
Even though he already knew about the results, since the two companies had discussed it with him beforehand, it was only when he heard Chen Chuan’s promise in the meeting that Qi Weizhao was finally able to relax. “Then, this proposal has passed and will be part of Central City’s policy planning. We will submit a detailed proposal next month. If none of you have any objections to it, we will push the plan forward after February of next year.”
After this, the meeting came to an end. Chen Chuan left it, and the light on his screen slowly faded away.
Since he had finished with his work, he could now tend to his private affairs.
He immediately submitted his travel itinerary. Since he was going to the island nations, he got his approval a day later.
After making arrangements for everything in the bureau, Chen Chuan left his villa on the twenty-third and boarded an airship to leave for the island nations.
This time, he didn’t take an airship from the National Martial Artists Council. Instead, he boarded an airship arranged by Ocean Development Corporation. Azure Dragon and Ocean Development Corporation had learned about the results of the meeting and thanked him for his support. They also promised to cover all of his energy consumption during his trip.
With the Frost King Saber in hand, Chen Chuan walked onto the gangway. When he reached the airship hatch, he suddenly stopped. The liaison officer at the door turned to him in concern. “Is there something wrong, Mr. Chen?”
“It’s nothing,” Chen Chuan replied.
He walked into the airship and headed straight to his exclusive cabin. Light shone from his eyes. Just now, he had sensed his body finally completing its transformation.
From this moment on, he could fully restrain his biofield and mental energy. This way, unless he intentionally released them, the martial artists around him would no longer feel like they were exposed to a major threat.
While he didn’t seem to have gained a large boost in raw strength, his combat abilities had improved by a lot. After all, before this, he couldn’t make use of his full power. This didn’t mean that prior to this, he was weak. It simply meant that his power hadn’t been fully integrated. Now, though, things were different.
Of course, this was secondary. Now that his transformation was complete, he could finally begin practicing the Fist of the Vast Sky.
