After consuming the True Emperor of the Seas' and the Primal Sovereign of the Seas' Blood Essence, Yuan had actually accumulated enough energy to enter the next realm. However, he purposefully suppressed it and kept his cultivation at the first level of God Ascension, as he hadn't encountered a threat that required him to really push his cultivation further.
