What is meant by exile is that while revoking one's status, their magic cultivation is also abolished.
For some people, this might be a punishment worse than death, to be thrown back to their origins from their lofty positions as extraordinary individuals.
The punishment one degree lesser than exile is revocation, which entails expulsion from the Magic Sect, losing guidance of future inheritance and support of various resources.
But the sorcerer's cultivation is retained, and as a price, they must still be subject to the sect's supervision, and must not act rashly or pass on techniques heedlessly.
A sorcerer who has been revoked and yet commits prohibited acts will then have their cultivation abolished, transforming into an exile.
If not for the sudden turn of events caused by Hidden Moth and the conclusive evidence it provided, the issue with Huiming Shi Family would actually be very hard to investigate.
Even if the Ancestral Hall wanted to target the Shi Family, sending a "task force" solely for this purpose, it's likely they wouldn't uncover much substantial criminal evidence and might end up rewarding them with a banner or certificate.

The personnel accountable for this negligence were to similarly undergo investigation by the Ancestral Hall.
