While Kaelus was partying all night, Leo had finally finished getting permission to start his bank.
He had expected there to be a lot of complications. He even thought that the authorities were going to make things messy, but to his pleasant surprise, the process was extremely easy.
Even he didn't understand why everything went so smoothly. Even though there were no flaws in his funding and the paperwork, he was still expecting the Lionel Family's influence to create a problem for him.
"Is there a problem?" A creature, who was made entirely of rock, asked Leo.
"Ah, nothing. I was just a little surprised." Leo kept the permit securely in his storage ring.
Although he had also received digital authorization, a physical permit was still considered the most reliable approval.
"Thank you for everything," Leo said, reaching out his hand.
Although the creature looked like he was just a monster made of entirely rocks, he was still an intelligent species.
More importantly, he was the representative of the Global Financial Watchdog, which managed the permits of all banks that operated across the entire galaxy.
Although he was only the representative in this small space sector, he was still an important point of contact.
"Remember, although you can run a bank, you must follow all the laws. If we discover that your bank is flouting the norms or breaking the laws, the permit will be invalidated. Alright?'
The stone creature reached out his hand, and shook Leo's hand. He was careful enough to not crush Leo with his strength.
"I will keep that in mind," Leo nodded before retracting his hand. "After all, I want nothing more than the 'success' of this bank."
He turned around, and finally left the office. With that, he could finally establish a proper bank.
With that, he couldn't only turn illegal money into completely legal through various means, but he could also control the financial nerve of this entire space sector.
'As for flouting the norms and breaking the laws, where's the fun without that? The only problem is that by the time you find out, I will be done.'
With that thought in mind, Leo stepped out of the majesty building.
After all, he had already bought an entire barren planet to open his bank. Even the construction had begun before he even received his permit.
It was only a matter of time before the bank was completed, and fully operational.
As for when it came to selecting the land, he intentionally went out of his way to find the most barren planet which didn't have any life forms living there.
It was said to have not even a single valuable resource, other than a few useless rocks that could be found anywhere.
He did that for two reasons. First, in care someone actually blew up the entire planet with his bank, no lives would be lost.
And secondly, it was to ensure that the land value of the planet couldn't rise, only to be calculated in his profits somehow.

Leo looked out from his shuttle's viewport at his new empire... Planet classified as 402-B, also known in local star charts as the Great Galactic Disappointment.
It was a sphere of grey dust so aggressively boring that even space pirates didn't bother to use it for hiding loot. If depression were a celestial body, this was it.
"Perfect," Leo said as a tear of pure greed nearly formed in his eye. "It's so ugly that even the tax inspectors won't want to land here."
As his shuttle touched down, a massive cloud of dust erupted, settling slowly onto the windshield.
Through the haze, he could see the partially complete structure of the bank rising from the ground. It was a block of reinforced titanium, designed with all the architectural flair to make it an expensive construction.
Waiting for him at the airlock was his lead contractor, a four-armed insectoid named Skrax who was currently wearing four different high-visibility vests.
"Lord Leo!" Skrax said, his teeth clicking in excitement. "The construction is 60% complete. We've successfully installed the primary vault, the secondary vault, and the 'Special Vault' that looks like a broom closet but is actually the most secure of all. Just like you asked."
"Good, good," Leo said, stepping onto the crunching surface of the planet. "And the atmosphere generators?"
"Ah, yes. We've set them to Minimal Survival, Skrax replied, checking a holographic clipboard.
"The air is currently 40% oxygen, 10% nitrogen, and 50%... ah... It's just breathable enough to keep the customers alive, but uncomfortable enough to ensure they don't linger long enough to ask about the interest rates."
Leo nodded approvingly. He walked toward the main entrance, where a giant neon sign was being hung into place.
"THE TOTALLY LEGITIMATE & NOT-SUSPICIOUS INTERSTELLAR BANK."
For the name, Leo took inspiration from his miraculous elixir. Although he knew that it wasn't a good name, it didn't have to be.
Under the long name of the bank, there was another line written.
"Proud Member of the 'Trust Us' Alliance."
Although there was no such alliance in the first place, it didn't matter. It wasn't as if anyone was going to check the alliance.
It was just to make the bank look like it was part of something big.
"The name... What do you think of it?" Leo asked the contractor.
"Sir, in this sector, honesty is so rare that people assume it's a double-bluff," Skrax explained.
"By calling it 'Not Suspicious,' they'll think we're so incredibly suspicious that we must actually be legitimate. It's reverse-reverse-psychology. Or maybe just regular psychology. You are a genius!'
"I am, aren't I?" Leo smiled proudly.
Leo stepped inside the lobby. It was empty, except for a single Galactic ATM that was currently placed just to test the service.
"I've also finalized the staffing, sir," Skrax added.
"We've hired a crew of retired combat veterans and three librarians who were fired for being too aggressive. As per your instructions, we told them the bank's motto is; We don't know you, we didn't see you, and we definitely lost the paperwork. So you can apply."
Leo leaned against a cold, grey wall. He could already imagine it....the trillions of credits flowing through these halls.
He would soon be the king of a graveyard planet, sitting on a throne of invisible money.
