Among the five levels, only the bottom three were accessible to normal people. The fourth level was the residential area for the influential people of the city so normal people without a residential permit were not allowed there. As for the fifth and the smallest level, that was the area where all the administration buildings were located. So the entry there was even more limited. Only people with certain jobs and high authority were allowed there.

Even among the three accessible areas, there was a vast difference among each level. The first level, which was also the biggest level had almost 60 percent of the city's population living there. With that intention in mind she left the tamer guild and her new object was to go to the outside forest in search for many tamable monsters. So she and Elena left the city to walk around the forest with that objective in mind.
