For the following few days Leonhart focused on the soldiers that were under the leadership of the Oni demon and started to attack the bases that were mostly under their control. That tactic proved to me correct as he was able to free two more fortresses in a very short amount of time. But suddenly Leonhart's efforts in this stage came to an unfortunate end.
Actually there was a reason why the Labushen fortress was built. It was used to seal a great legendary monster and the whole fortress itself was a seal. The tower obviously wanted the emperors to face more hardship by reinforcing the fortress and as Leonhart tried to skip that part the tower punished him by giving him a legendary monster over level 350 to fight.
That legendary monster was a winged serpent and it attacked him while he was trying to capture one of the two remaining fortresses. The fortress and both sides of the army got destroyed due to the aftermath of the battle and that technically meant that Leonhart was able to free 5 fortresses out of six.
But after he was able to defeat the legendary monster after a very long and tiresome forget, he was insanely hurt and tired. Then suddenly the incubus demon attacked him in his weakened state alongside another demon who looked like a human with the lower half of a horse. He was also quite strong at level 342 so a weakened Leonhart was not able to fend off their attacks and died but not before killing the incubus.
Even tho he did not get the perfect clear of the second stage, his performance here was quite commendable. And now he was going to face the third stage.

After reuniting with her old love, Elena spent quite some time playing with them. But she did that in a space where she had accelerated the time as she did not want to miss Leonhart challenging the second stage, and she returned to the waiting room of the tower just in time when Leonhart had just started to challenge the second stage.
His results of the first stage was not surprising to Elena as she had already expected a result close to this. So she was curious to see how he would perform in the next stage. She specially paid attention to not use any for her abilities to magically guess his results as she wanted to get surprised.
And after seeing Leonhart's performance in the second stage she was quite impressed. He did not make any big mistakes and all his decisions were also quite pragmatic. A good general should be able to lead his soldiers from the front but that did not mean a general who led from the back was bad. Both were good generals but had different methods.
But to be a truly great general, having the ability to do both was essential. And Leonhart proved that he was capable of doing so at this stage. Actually his decision to destroy the Labushen fortress was actually a good decision. Unfortunately, that decision was responsible for his death but still that was a good decision according to the situation.
Obviously if it was the real world Leonhart would have hesitated a bit before destroying the fortress. He had enough brain cells to guess that the fortress might have some important but unknown role. But it was not the real world for Leonhart, so he decided to do what would be the best solution for his at that moment.
She did not quite enjoy the first stage but the second stage was quite good in her opinion. Now she was excited to see what the third stage had in store.

When Leonhart entered the third stage, he found himself inside an office filled to the brim with papers and documents. Not only that he was currently wearing clothes of a civil official and was sitting on the desk in the middle of the room.
Suddenly a bunch of information appeared in his mind which also told him what he needed to do to clear this stage. Currently Leonhart was not the emperor of a large nation but was a minister of the financial department of a small kingdom named Gollsia.
The king of this kingdom was a incompetent person who was more focused on wine and women than ruling his kingdom. He was also foolish and had no restrictions when it came to wasting money. For that reason the financial situation of the kingdom was in a very bad situation.
The treasury was almost empty, corruption was running rampant among the officials and the inhabitants of the kingdom were getting poorer and poorer. As that was happening their anger and disappointment toward the monarchy was also rising. All together this kingdom of Gollsia was in its path to sure ruin.
Leonhart's mission was to stabilize the situation in the kingdom and he also had to restore the lost financial power too. If he could make this nation stronger than its heyday then he could get the perfect clear. And to normally clear the round, Leonhart just needed to make the treasury have enough money to last for at least a year.
But even that simple sounding mission was almost impossible to complete as Leonhart was blocked from using any of his powers. He had to use his brain and had to find a way to bring the situation in control without the use of superior force.
And he also had to follow all of the king's requests, to the best of his ability. And that made the job 10 times harder as he was sure that if the king got the news that the treasury had money then he would sure use it all up in a matter of minutes. So he needed good and meticulous planning.

After checking the records of the kingdom Leonhart became sure that he would not be able to get a perfect clear in this round. For the last two stages even tho he did not get the perfect clear, he at least had a chance to get it. But in this stage he did not even have an ounce of chance.
That was because the heyday of this kingdom was way too glorious. They were once a large kingdom with a very stable finance. At that time their treasury was filled to the brim with gold and other valuables. So currently, it was impossible for Leonhart to reach that stage with the foundation of this small kingdom. Without using powers, this was the best he could do.
To be honest, Leonhart knew that he was not very good with his brain and he left most of the brain related works to his subordinates. But now he needed to step up his game a bit. Actually Leonhart was more than good enough to fill the treasury with enough money to last several years just using some of the policies that the Gaim Empire itself used.
But there was a big variable in this plan and that was the king himself. He had the ability to spend several years worth of money in minutes, so as long as his threat was in the picture , it would be hard for Leonhart to complete his mission.
So rather than implementing his useful policies, first and foremost Leonhart decided to make a plan to somehow eliminate the threat of the king. Killing him was out of the question as Leonhart was restricted from doing so. He could not even hurt or poison him. So he needed to think of a delicate approach instead of a brute force one.

As the minister of finance, Leonhart held a very high position in the nation. But none of the high ranking ministers were happy to be at the high position as the future of the whole nation was at its ending point.
The royal family still held all the power and they could change the minister's well thought out decisions on a whim. So, they were not very content with this headache inducing position.
So to first restrict the king Leonhart needed to become close to the king. So to become close to the king, he planned a simple plot. He knew that the easiest way to get in the good book of a ruler was to save his life. But to save someone's life, at first that person needed to be in danger and for that he contacted one of his close friends. Actually one of the close friends of the minister whose body Leonhart had taken over.
He was the leader of the royal guards and was in charge of protecting the king. To implement his plot, Leonhart needed to have this man on his side. He explained the bad situation of the nation to him. Actually there was not much to explain as the bad situation of the nation was crystal clear to everyone but the king. And then Leonhart told his plan to his good friend.
The leader of the royal guard was a knight who was very stubborn with the honour of his knighthood. But if he still stayed stubborn and did not help his friend then the country to whom he had pledged his loyalty to, might not exist. So, after Leonhart's great effort in making him understand that the plot did not hold any danger to the king and doing so was very necessary for the kingdom, he finally agreed to his plan.
