Alisia also did not normally stop in small cities like this and she only stopped this time because she wanted to send news about Elena to the main house as soon as possible.

This was less like a city but more like a small town. Only about a few thousand vampires lived here and the society was close to each other. Vampires were already a race whose unity was of the highest tier. So everyone in the city knew each other.
For that reason weirdly enough, there were no shops present in the city. For both Elena and Tomoe who were used to the presence of shops in even the most remote of places were very surprised by this. Obviously not all the families in the city were self sufficient. They did depend on others for various things but there was a very clever system in this city to solve that problem. The head of the city had created a special fund where everyone needed to submit their excess things. This fund was public and from this place everyone was allowed to take anything that they needed home without paying.
So, even though a person would lose some property by giving up things for free, at the same time that person would also be able to take anything he needed for free too. So he did not feel like he suffered any losses. This was the reason why this method worked.
This method was not something usable in larger cities with more population but for small cities like this or villages, it worked perfectly well.
Elena was quite impressed. This idea looked good on paper but practically there would be a lot of problems in executing it. Elena was sure that no human village would be able to implement this process for long because of human nature. Elves might have some success but the probability of that happening would be very low. Only vampires were able to pull off something like this with their cheat level of unity and trust in each other.
Obviously outsiders would create a problem in this system as they were not a part of the city. For that reason, the city head himself provided for all the outsiders as he was the only person in the city with money. No one else used money as they did not need it. If for some reason anyone needed money to spend on a different place, that person could just ask the city head to get some funds by lowering his amount of provision.
Most of the people here were fishermen and the city lord was the one who sold all their caught fishes in other cities. In exchange, he provided all the citizens with various things that were not available in the city for free. So he was capable of lowering the given things in exchange for giving money. This system would not have worked if there was even a little bit of corruption in the society. But in this situation it worked and it worked perfectly.
Elena was also surprised to see how well educated these children were. Alisia did tell them that studying was mandatory for everyone in the vampire continent but it looked like not only simple study, these children were also made to develop their emotional intelligence which was a very good thing.
